本研究は、都城形態と行政の両面から中国北朝および朝鮮半島都城と日本の都城の比較を行うことにより、東アジア都城が日本の都城に与えた影響を明らかにし、日本の都城形成の再構成を試みたものである。まず、『周書』『北史』『隋書』百済伝などの文献資料、「前部」「上部前部川自此以」銘標石、「上部乙瓦」銘瓦、「中部乙瓦」銘平瓦、宮南池315号木簡などの出土文字資料を分析することで、泗ヒ城の支配構造の実態を解明した。ついで、『三国史記』『三国遺事』などの文献資料、「蔚珍鳳坪新羅碑」「南山新城碑」などの金石文・木簡から六部とその管下の里の実態を考察し、新羅王京の行政システムを検討した。以上の考察から、6世紀から7世紀の百済・新羅の都城が地方行政とは異なる独自行政がしかれていたことを明らかにした。そして、古代の日本でも都城独自の行政である「京」制がしかれていた事実に着目し、「京」制の成立について研究を行った。『続日本後紀』承和10年（843）正月庚辰条には「京職畿内七道諸国庚午年籍」とあり、庚午年籍は天智9年（670）に作成され、京職は「京」を管理する官司であることから、天智朝の都である近江京において京域という区画で住民を管理していた可能性が想定される。天智朝では、百済滅亡により亡命してきた百済貴族の知識をもとに政治・官制改革が行われたことから、日本の都城行政システムは朝鮮半島都城の行政を基にして創出されたものであったことを明らかにし、論文にまとめた。
