本研究の目的は、 1980 年代末以降の英仏の社会政策を対象に、独立規制機関の政策がいかなる条件下で維持変更されるかを明らかにすることである。社会規制という規制機関とデモクラシーの緊張が鮮明になる領域に焦点を当て、規制のセクター間・国家間の比較事例研究と政策発展の過程追跡を通じ、規制機関の政策に対する政治的反発がいかなる条件下で発生するか、また規制機関が増大する圧力に対しいかに対処するか分析する。以上を通じ、規制機関がデモクラシーに与える影響を新たな視点から検討することを目指す。本年度の研究の実施は、昨年度に続き、新型コロナウィルスの流行により影響を被った。英仏両国での現地調査を断念せざるを得なくなったため、オンラインでのインタビューの実施など代替措置を可能な限り講じ、制限の中で研究を進めた。また、オンラインでの実施に移行した学会に積極的に参加し、現地開催の学会には及ばないものの、国際学会でのネットワーク構築や討論の機会を得るよう努めた。まず、かねてから取り組んできた英仏における医薬品規制政治を比較した論文原稿を完成させ、英文学術誌に投稿した。論文推敲過程では、世界政治学会総会にて報告し、コメントを得た。また、この論文や後述の単著に関連して、政策過程のアクターを対象にしたオンラインでのインタビューを実施した。さらに、昨年度より推敲を重ねてきた英文単著のプロポーザルを完成させ、出版社に提出した。幸い関心を呼ぶことができたため、原稿の執筆を進めた。
