项目摘要

3年度目にあたる平成24年度は、前年度後半に浮上したECにおける経済介入と規制政治との関係にかかわる課題に力を入れた。本研究課題が追跡してきた雇用政策・産業政策・地域政策の境界画定は、同時に配分政策と規制政策のあいだの政策手段の組み合わせや比重をめぐる調整をもたらすことになった。70年代～80年代前半におけるこの政策領域間の調整をめぐる政治が、のちのECにおける「規制国家」化とも呼ばれる発展にいかなるインパクトを与えたか、本研究が発展させてきた視角を引き継いで、欧州委員会・加盟国政府・私的アクター間に形成された異なる政策手段の採用・変更を担う支持連合の管理に着目しつつ、二次文献の渉猟を進めた。その結果、(A)「規制国家」理論とは裏腹に、80年代後半～90年代前半時点での規制・財政手段の組み合わせ、そしてそれぞれの政策手段における決定・執行の構造は、対象となる産業セクター毎に相当のヴァリエーションをみせた。この産業セクター間の財政手段の有無をめぐるヴァリエーションは、部分的には70年代における財政手段を通じた改革の挫折に由来しており、政策領域の構造は機能的要請のみに還元されないとする本研究のこれまでの成果を裏付けるものである。(B)しかし同時に、転換のタイミングを説明するためには、委員会主導の産業政策を支持する加盟国政府の国内統治戦略をも考慮に入れなければならないことも判明した。とりわけ、委員会の産業政策への主たる支持者であったフランスにおける70年代の競争政策をめぐる制度改革は、国内においては十分に貫徹されなかったものの、のちの超国家レヴェルの競争政策の改革においては政策・制度上のインフラを提供することになり、加盟国・超国家レヴェル間における相互作用への着目を改めて浮き彫りにしたといえる。
