项目摘要

本研究の目的は、オランダにおける「保育の質」評価及び測定に着目して、保育制度において保育実践の規制と多様性の保持が両立しているのか明らかにすることである。以下の3つの課題に取り組むことでこの目的を達成しようと試みている。(1)「保育の質」の測定が求められるインセンティブや質評価の方法、(2)「保育の質」が保育実践にどのように表れているか、(3)「保育の質」という国際的な概念がオランダの文脈で活用され変容していくプロセス、である。令和3年度は、以上の3つの作業課題に取り組む中で、オランダの保育制度における質保証に社会的に不利な層のための教育がどのような影響をもたらしたのか、という問いに焦点化し研究を進めてきた。研究成果としては、「教育において不利な子ども」に対する補償効果を高めるための要求が、保育施設の統合や質保証基準の変更を促進したことを明らかにした。具体的には、教育借用の視点を用いた考察によって、社会的に不利な層をターゲットとした教育がオランダに導入され、自国の保育制度に浸透し、保育改革において「保育の質」保証の議論を促進するインセンティブとなっていることを明らかにした。この研究成果は、その一部を異文化間教育学会第42回大会や日本比較教育学会第57回大会で発表したほか、これまでの成果をまとめ、「オランダにおける就学前の補償教育が保育制度に与えた影響―「保育の質」の可視化に着目して―」として、『比較教育学研究』第64号に掲載された。また、令和3年度はオランダのユトレヒト大学に4か月間在籍し、現地調査を実施する機会を得た。保育法改正や保育監査に関する聞き取り調査を行ったほか、保育の質に関する全国調査の二次分析を行った。　現在、新たに入手した報告書等の資料や聞き取り調査のデータ、二次データ分析の結果を博士論文にまとめていく作業に入っている。

The purpose of this study is to evaluate and measure the quality of conservation, to regulate conservation practices and to maintain diversity in conservation systems. The following three topics are selected to achieve the goal. (1)The determination of "conservation quality" is based on the following methods: (2)"conservation quality" is based on conservation practice;(3)"conservation quality" is based on international concept;(4)"conservation quality" is based on international concept;(5)"conservation quality" is based on international concept; and (6)"conservation quality" is based on international concept. In 2003, the above three work topics were selected from the group, the quality assurance system, the adverse layer of society, the education and the impact of the study. Research results,"education and development" to improve the quality of conservation facilities The specific aspects of education, borrowing and application of education, social disadvantages, education, introduction of national conservation system, conservation reform, and "conservation quality" guarantee are discussed in detail. The results of this research were presented at the 42nd General Meeting of the Society for Intercultural Education and the 57th General Meeting of the Japan Comparative Education Society, and were published in "Comparative Education Research," No. 64. In April 2010, the University of California, Berkeley, and the University of California, Berkeley, were established.
