项目摘要

昨年度に続き今年度も研究指導委託でパリ第1パンテオン・ソルボンヌ大学・現代世界社会史センターに滞在し、ジュディット・レノール教授の指導のもと、資料調査と研究を行った。研究テーマは、戦間期フランスにおいてどのように外国人社会権が発展したかである。フランスにおいてイタリア人移民の社会的保護がどのように形成されたかについては、特に国際協定に注目した研究がすでに行われてきた。一方で「外国人」としてのフランス人労働者の社会的保護にかんする研究はほとんどない。第1次世界大戦後、ヴェルサイユ条約によってフランスはドイツの鉱山の権益を獲得し、そこに自国のエンジニアや労働者を送り込んだ。外国の地において自国民をいかに保護するか、労災や老齢のリスクからいかに保護するかは、政府や現地の総局の大きな関心事だった。独仏国境労働者の社会的保護の観点からフランスの社会保険史全体を再考する試みは、これまでほとんどなされてこなかった作業であり、レノール教授からもその重要性を評価されている。主な資料調査先は、フランス国立図書館（BNF）、フランス国立文書館、モーゼル県文書館、モーゼル県産業・技術文書館、La contemporaine、IHS-CGTであり、昨年度に比べて資料を多様化することができた。その他、今年度は、修士論文以来の研究である「1789年から1914年のフランスにおける失業カテゴリーの社会思想史」にかんする論文が掲載決定となった。また「19世紀末から20世紀初頭のフランスにおける労働組合の失業金庫の質的比較分析（QCA）」にかんする英語論文が掲載決定、「戦中・戦後日本の社会政策思想における失業問題」にかんする論文が、産業・労働社会学の教科書の1章として出版、「スコチポル-ピアソン以降の歴史的制度論・比較歴史分析・歴史社会学の方法論」にかんする論文も掲載決定となった。
