项目摘要

本研究は、多言語国家スイスの言語教育政策の理念と実施状況を分析し、言語教育政策のメカニズムを明らかにすることを目的とする。スイスではカントン（州）ごとに異なる公用語が使用され、言語共同体間の相互理解と国内の結束を維持するため、他カントンの公用語（＝第2国語）を公立小学校で必修とする政策を展開している。とりわけフランス語圏スイスはドイツ語教育の早期化や、新しい教授法の実践により、第2国語教育の維持と発展に努めてきた。今年度は、なかでもドイツ語圏スイスとの境界に近いヌーシャテルにおけるドイツ語の早期バイリンガル教育プロジェクトに着目し、政策文書の分析とインタビュー調査から、その政策決定と実施のメカニズムを明らかにした。昨年度11月から引き続き2023年8月まで、ジュネーヴ大学に滞在し、資料収集や関係者への聞き取り調査を行った。ジュネーヴ大学での講義やゼミ、受け入れ教授からの指導によって、研究対象を定めるとともに、教育局や教員養成大学の関係者と直接的に関係を気づき、さまざまな情報を得ることができた。また、ジュネーヴ大学の講義やゼミで、言語教育政策、言語教授法、社会言語学、移民政策など、関連領域の理論や先行研究について知見を深める・広げることができた。本研究の成果の一部は2023年2 月に京都大学人間・環境学研究科紀要『人間・環境学』に掲載された。この論文では、(1)スイスの多言語主義政策やフランス語圏スイスにおける言語教ドイツ語育の現状、(2)ヌーシャテルにおけるドイツ語教育プロジェクトの特徴、(3)このプロジェクトに関する政策的議論の分析結果をまとめた。また、この内容を2件のサマースクールで発表し、社会言語学や言語教育学の研究者からフィードバックを受けた。帰国後には、インタビュー調査の結果も含め、ヌーシャテルのプロジェクトについて博士論文を執筆した。現在、口頭審査と単著の出版にむけ準備を進めている。
