项目摘要

2022年度は、「法廷通訳人の仕事に関する調査」を新たな調査項目を加えて実施した。本調査は、静岡県立大学法廷通訳研究会が2012年と2017年に法廷通訳人に対して実施した調査と同様の調査を、さらに5年後の状況を把握するために実施したものである。最高裁判所発行の『ご存じですか法廷通訳』によると、近年の外国人被告人数も通訳が必要な被告人数も大幅に増加している。にもかかわらず、裁判所の通訳人候補者の名簿に登載されている法廷通訳人の数はこの10年一貫して減り続けており、2012年は4,067人、2017年は3,823人、2022年には3,321人となっている(最高裁判所事務総局刑事局『ごぞんじですか法廷通訳』による）。法廷通訳人の減少の要因は何か、減少を止めるには何が必要なのか、それを考えるのに本調査は有効であると考えられる。2021年度の実施状況報告書に書いた通り、上記調査後に、調査回答者の一部の法廷通訳人が参加する座談会を行った。法廷通訳人調査は10年前から継続している法廷通訳人の仕事の実態把握を目的とするものであるが、座談会からは、より切実な通訳人の実態や思いを知ることができた。当初の計画からは研究方法は少し変わったが、2022年法廷通訳人調査から法廷通訳において正確で的確な通訳を実現するためには、法曹三者の簡潔で分かりやすい話し方が重要であることが再度明らかになった。また、今回の調査では、新型コロナウイルス感染症対策下で通訳を行う際の課題や、感染症拡大による法廷通訳の仕事の変化についても明らかになった。

In 2022, a new investigation project was added to the "Investigation on Legal Communication Personnel Affairs". This survey was conducted by the Shizuoka Prefectural University Legal Communication Research Institute from 2012 to 2017, and the survey was conducted five years later. The number of foreign defendants has increased significantly in recent years. In 2012, 4,067 people were registered in the Supreme Court, 3,823 in 2017, and 3,321 in 2022. In this paper, we investigate the problem of communication under the strategy of new type of infectious disease, and discuss the problem of communication under the strategy of infectious disease.
