项目摘要

アジア諸国からの外国人技能実習生や留学生などの増加を背景に、日本に在留する外国人数が急増を続けている。それに伴い、外国人受け入れ態勢の整備が急務となっている。本研究では、日本における外国人労働者、とりわけ介護労働者の受け入れと日本語教育政策のありかたを中心に多角的に分析を行い、問題点についての提言を行う計画である。具体的には、外国人介護労働者について論じた国会や中央省庁、新聞の全国紙といった公開資料について分析するとともに、関係者へのインタビュー調査も行う予定である。研究計画3年目となる2022年度は、外国人技能実習制度に基づく外国人介護労働者の受け入れについて、国会会議録検索システム（https://kokkai.ndl.go.jp/#/）を用いて収集したデータを基に、彼女ら/彼らに対する日本語教育に関する国会での議論について、その特徴の分析作業を行い、関連学会において発表した。その後は、これまでの分析を踏まえ、外国人介護労働者を雇用している事業者へのインタビュー調査の準備作業を行った（対象の検討や、質問項目の検討など）。また、法律学の観点からは、外国人介護労働者の言語権についての理論的検討を引き続き行っているが、その前提となる議論として、日本における日本語教育のあり方を言語権という視点から多角的に検討している。特に2019年に施行された日本語教育推進法が研究者によってどのように議論され、また現実の政策に反映されているかの検討を進めた。
