本研究は清代の中央・地方官僚の人事制度とその運用実態を明らかにし、清朝の中央集権体制・王朝統治の特徴を明らかにすることを目的とする。具体的な研究史料としては、『縉紳全書』と『宗人府選冊』という２種類の官僚名簿を中心とする。これらの官僚名簿は単なる名前の羅列ではなく、当時の官僚がそのポストに就任する際の人事方法なども記載されている。これらの記載をデータ化して、清朝の人事制度の運用実態を明らかにする。今年度は宗人府内の官僚人事にかんする研究の基礎作業として、宗人府則例の読解を実施した。宗人府則例とは宗人府が担う職務の規程を記したものであり、一定期間をおいて数回作成されているため、官僚人事にかんする規程の変化を解明することができた。また、宗人府選冊には宗人府に任命された官僚の名簿であるため、規程と実際の人事がどのような関係にあったのかをうかがい知ることができる。さらに、宗人府は清朝が倒れたあとも北京の紫禁城内に元皇帝とともに存続していたことが知られているが、当該時期の宗人府の職務状況や経営などについては明らかになっておらず、これについては昨年度に引き続き関連する新聞資料などを収集した。本研究は中国の文書館にしかない史料を収集・解読することによって研究を深化させる予定であったが、コロナ禍によって現地渡航ができないため、オンライン目録による関連史料の調査をおこなった。特に第一歴史档案館所蔵の史料については、オンライン目録によって、関連重要史料のタイトルを調査・整理し、現地渡航が可能になった場合にすぐに収集をおこなえる準備をすることができた。
