项目摘要

2022年度は前年度から引き続きC.A.ロースリに関する研究と本研究に着手以降初めて実現したスイスでの現地調査を行った。C.A.ロースリについて以下の4点を中心に研究を進めた。ロースリが、①「行政による強制保護・拘禁」に対しどのような批判をしていたのか、②親子分離を余儀なくされた子ども（施設児童、奉公児童、里子）の問題の何に関心を持っていたのか、③そのような子どもの教育がどのようにあるべきかと考えていたのか、④子どもの教育とスイス社会がどのような関係にあるかと考えていたかを考察した。ロースリは生涯にわたって本問題に取り組んでおり、2022度はロースリが施設児童に特に関心を寄せていた戦間期を中心に考察を進めた。これにより戦間期のスイスにおける子ども福祉政策の問題の一端が明らかになる。スイスでの現地調査では、スイス社会福祉文書館（チューリヒ）にて、スイス最大の青年福祉財団である「青少年のために（PJ）」とその母体組織である「スイス公益協会（SGG）」の議事録、年次報告、活動報告を中心に青少年福祉に関する資料調査を行った。現在、以下の３点を中心に資料の分析を進めている。①PJがどのような子ども観および子どもの教育（家庭と施設）を考えていたのか、②子どもの強制保護は基本的に各自治体の管轄だが、そこにPJがどのように関わっていたのか、または関わっていなかったのか、③子ども福祉を追求する財団が強制的な親子分離をどのように捉えていたのかを、戦間期を中心に資料の分析、考察を行っている。
