项目摘要

1960-70年代のアメリカは、ニューディール的な福祉国家から市民の自助が理想化される「小さな政府」へと歴史的転換を遂げる。この過程で、アメリカにおける国家・市民関係に根本的な変容があったことが想定されるが、本研究では、①冷戦と国内救貧の関係性、②国家による治安・拘禁政策の形成、③市民による軍事奉仕の変容、の3領域を軸に分析を進めている。研究3年目の令和4年度は、③の軍事・市民問題を中心に研究を実施した。特に1970年代の徴兵停止の過程については、Beth BaileyやBernard Rostker等による先行研究を徹底的に検討し、新たな課題を析出する作業を行った。また、この問題に関する政府の諮問委員会の報告書（Report of the President's Commission on an All-volunteer Armed Force）を入手し、そこに示された市民観に注目して分析を進めた。一方、本年度は、昨年度に引き続きコロナ・ウィルス感染症の影響で、計画していたアメリカでの文書調査が実施できず、第一次文献の多くはオンラインで収集するほかなかった。そのため、これに代わる研究実践の一つとして、近接する研究分野の研究者と研究会合を開き、情報を交換し合う方針をとった。具体的には、2023年3月に第2回「アメリカ1970 年代史研究会」を主催し、研究代表者の中野自身が「徴兵停止（1973年）とシティズンシップ」と題する報告を行った。アメリカにおける軍事的市民権（martial citizenship）の概要と1970年代における徴兵停止の経緯およびその影響について論ずるものであった。なお、2023年2月には、共著『岩波講座世界歴史』第21巻（岩波書店）を刊行し、本研究の前提となる軍事と社会政治の問題に注目した論文「20世紀アメリカの勃興」を寄稿した。
