本研究課題では，日本官僚制の特徴として通説的な地位を占める「大部屋主義」について，これが提唱された時期とは行政組織を取り巻く状況が大きく変容していることに注目し，これまで等閑視されてきた，所管課（大部屋）内部の空間配置という観点から実態解明を行う。具体的には，毎年度作成されている配席図データと，各種の組織データや人事データと適宜組み合わせながら分析することにより，大部屋主義の今日的な射程を精密に確定し，ひいてはグループ別人事管理の実態も含めて，日本官僚制の意思決定に関する正確な理解に到達することを目的としている。コロナ禍の影響により，研究計画を変更して進めていることから，第3年度である2022年度は以下の4点について研究を進め，残る課題については研究期間を延長して対応することとした。第1に，前年度に引き続き，文部科学省のデータの追加及び厚生労働省の配席図データや人事データの収集を継続して行った。なお，空間配置に関しては現在論文を作成しており，次年度に発表できるよう準備している。第2に，DX化など近年進展している業務改革の流れや政策実施研究の動向を成果を踏まえて，教科書（『はじめての行政学』）の改訂を行った。第3に，本研究課題に関連したものとして，前年度に引き続き，コロナ対応に関して，とりわけ，専門家組織の空間的位置に注目した分析を行い，日本公法学会から招聘を受け研究報告を行った。第4に，関連して，組織横断的な政策形成の事例として，審議会の合同設置にかかる論文を学会誌に掲載した。そこでは，共管事務処理に関する設置例が増えていることを指摘するとともに，より実質的な政策調整に活用されるケースとして，食品表示と気候変動対策を例に事例分析を行った。
