项目摘要

当該年度は、研究期間3年目の年であった。前年度に引き続き、新型コロナウィルスの影響で計画していたすべての国内・国外出張を差し控えることとなった。しかしながら、これまでの文献研究の蓄積により、研究報告会2回を実施し、また研究論文１本を出版するにいたった。本研究目的は、アフリカにおける国連と、欧州連合（EU）、アフリカ連合（AU）、及び現地多国籍軍の間で形成される平和・安全保障上のガヴァナンスの動態を解釈論的に分析することである。その目的にしたがって、当該年度は、その一部であるAUとEUとの政策連携の動態について論考にまとめた。具体的には、「AU・EUサミットに見るアフリカ安全保障」と題して、書籍（中内政貴・田中慎吾編『外交・安全保障政策から読む欧州統合』大阪大学出版会、2023年）のチャプター論文として執筆した。当該年度は、特にEUのアフリカへの平和・安全保障上の取り組みを中心に先行研究にあたることをあらかじめ計画していたことから、その点については一定程度の成果を挙げることができたと考える。EUとAUは、2000年以降、定期的に地域機構間の共同サミットを開催しており、両組織が共有する安全保障・危機管理上の対応について、共同政策の立案・形成・実施を継続している。このような現象を前にして、本件研究は、「ヨーロッパ安全保障」論と、「アフリカ安全保障」論がそれぞれどのような視点で分析を行っているのかを調べ、双方の見解についての異同から見えてくるアフリカ地域をめぐる平和・安全保障の特質について論じた。この試みは、本件研究課題の一部を成すものであり、とりわけEUとAUとの連携についての具体的な研究成果となったと考えている。本件研究自体は、EUとAUを含めたより広範は国際平和活動のガバナンス動態についての検討を見据えているため、これについては国内外の研究者とともに研究会も開催した。
