项目摘要

本研究の最終年度である本年度は、その仕上げとして、今や国際平和活動に不可欠となっている「元戦闘員の武装解除・動員解除・再統合(Disarmament,Demobilization and Reintegration:DDR」について、それが武力紛争直後に必要な「平和維持」と長期的な復興支援に必要な「平和構築」とのギャップを埋める複合的な実践活動であることを理論的知見(ガバナンス論)に基づいて分析した。より具体的には、政府の機能が不十分な地域を対象に、平和維持から平和構築に至る政治情勢に左右されがちなDDP沢が、「国家ガバナナンス」それは、武力紛争を巡って「政府」が機能しない領域国家内の「ガバナンス」を、国家構築の方向で論じようとするひとつの理論的アプローチーの変容に与えるインパクトについて議論を展開した。その結果、紛争終結後に元戦闘員の一部が再び社会の「外」にはじき出される事態がもつ問題性について、DDRを通じた「国家ガバナンス」の変容から解き明かすことができた.本研究は、DDRが単に治安の安定化の課題を解決するための手段に留まらず平和維持から平和構築にかけての複合的な作業全般にっながっていることを「国家ガバナンス」の概念を用いて証明した。その意義は、武力紛争後の「国家ガバナンス」につきものの政治的分裂を促進してしまうという、DDRのもつ避けがたい問題性を明らかにしたというと点で際立っている.こうした意義は、国際平和活動の役割を模索する研究者による「学術」と、実務者による「実践」の双方にとって重要な知見を提起した点で重要である.特に学術的には、本件研究費で可能となった内外での研究交流を通じ、これまで本格的な「学術」とほ結びつきにくかっだ国際平和活動の「実践」の一部を、その理論的分析射程の枠内近にづけることが可能となった.
