项目摘要

本研究の目的は核軍縮・核不拡散政策におけるIAEA査察の効果を理論的・実証的に検証し、査察の役割を高めるために改善すべき点を明らかにすることである。本年度は北東アジアの核問題に焦点を当て、(1)北朝鮮非核化戦略の理論的検証、(2)日本とアメリカの核軍縮問題に関する世論分析を実施した。第一の研究においては、非核化という核軍縮がそれまでの核軍縮・軍備管理と異なる構造であること、その実現のためには先行研究とは異なる戦略が必要であることを明らかにした。そのゲーム・モデルを構築したワーキングペーパーを2022 American Political Science Association (APSA) Annual Meetingで発表した。構築したFirst mover disadvantageモデルにおいて、IAEA査察が信頼構築に特に有効な役割を果たせる唯一の組織であること、日米の世論もまた非核化戦略に肯定的影響を及ぼす可能性のある変数であることを提示した。現在、この研究成果をまとめた論文がアメリカのジャーナルで査読を受けている。第二の研究では2022年2月に実施した核関連問題に関する世論調査のデータ分析および調査結果の研究リポートの刊行（日本語版および英語版、ISSNナンバーあり）をおこなった。特に焦点を当てたのは世論が核保有および核攻撃の正当性を判断の構造を核抑止・規範の変数を中心として分析することである。先行研究は抑止論と規範論の2つにわかれて別個の研究がなされているが、どちらも人間の価値観に影響することは確かである。双方が同時に及ぼす影響と交互作用を明らかにすることで、複合的な研究を可能とした。2022年度に日本軍縮学会、日本行動計量学会、日本国際政治学会での報告およびワーキングペーパーの発表をおこなっており、投稿論文を執筆中である。
