トランプ政権が始めた国際的信教の自由閣僚会議はバイデン政権になると米主導型ではなく主催国が欧州へ移り、アメリカは民主国家の結束を示して権威主義国との対抗姿勢を強調する民主主義サミットを打ち出した。この変化により、国際的信教の自由のためのアメリカの取り組みが停滞するか、そうはならないとしてもそのような印象を世界へ与える影響を憂慮したサム・ブラウンバック前国際宗教大使らは、新政権発足とともに民間主導による国際的信教の自由サミットの開催を計画し、2021年夏に同サミットを行い、継続している（2023年1月に第３回開催）。2022年度の本研究では同サミットとその関係者が中心となって展開する国際的信教自由ラウンドテーブルの参与的観察を継続し、本研究の目的である政策過程の各アクター（各会合に参加している宗教系団体やNGO、国際宗教自由委員会、トム・ラントス人権委員会、調査報道ジャーナリストら）への聞き取り調査を実施した。現在、世界の約８割の人々がなんらかの宗教的迫害を課す社会や国家で暮らし、その傾向の悪化は米国内外の人権報告書や米国際的宗教自由委員会の報告書でも明らかにされ、諸地域における緊張・対立の悪化と長期化が懸念される。国際的信教の自由サミットとラウンドデーブルに共通する認識として、宗教マイノリティ及び宗教的犠牲者はある居住空間（国家や社会）では弱者及び被害者である一方、別の国及びコミュニティーにおいては迫害行為側の多数として存在しており、時と場所が変われば思想信条を問わず誰もが宗教マイノリティであるとの基本的考え方がある。宗教弾圧する国家や社会に対してとるべき対策として、彼らが強調する手法は「マイノリティ」が国境や社会を超えて協働する関係の構築である。この点について、米国内外の宗教系団体や活動家、NGO、米連邦議会や米政府との相互連携の実態と課題について、今後さらに解明する。
