项目摘要

紛争地域の一部を実効支配してきた非国家主体のMILFの武装解除や国家の治安機構の再編は、国家(中央政府や関連機関)の能力の相対的向上をもたらすため、セキュリティ・ガヴァナンスの変容と帰趨に影響する要因を内包することが仮定される。こうした状況を踏まえて本研究では、国家の能力向上に関わる平和構築活動の進展状況および進展に影響を与える要因を把握・検討し、それらがセキュリティ・ガヴァナンスをどのように変容させるのかを明らかにする。当該紛争の平和構築は、新たな自治地域の設立に関する政治的移行と正常化という2つのプロセスを中心とする。これらのうちセキュリティ・ガヴァナンスに影響する正常化プロセスは、MILF戦闘員の動員・武装解除、6つのMILFの拠点を平和的および生産的な経済区域に転換すること、私兵団の解体、MILF構成員に対する恩赦の供与、バンサモロ領域からのフィリピン国軍の配置転換、などを含んでいる。当該年度は正常化プロセスの進展状況を「decommissioning」と言われるMILF戦闘員の動員・武装解除を中心に情報収集・分析した。正常化プロセスの一環として、紛争後の治安維持を担う組織として「合同平和安全チーム」が設立されることになっており、政府は2019年に同チーム要員の選抜と訓練を開始したが、コロナ禍の影響もありこのプロセスは遅れている。また、自治地域やその周辺には、私兵団を擁する政治家が存在し、治安の不安定要素となってきたため、MILF戦闘員の武装解除と並行して私兵団の解体が課題となっている。この課題に対応するため、私兵団解体国家タスクフォースが設置され、複数の私兵団の解体が進んでいる。以上のような当該年度における情報収集・分析により得た知見を論文としてまとめアジア・アフリカ研究所発行の『アジア・アフリカ研究』に投稿し、同誌の第63巻第1号に掲載された。
