项目摘要

本研究の目的は、「参加型予算」に基づいた機動的で柔軟な復興行財政制度の具体像と、地域自治組織に予算編成・決定権限の一部を委ねる自治体内分権のありかたを明らかにすることで、多様化・複雑化する被災者の復興ニーズに応える復興政策を実現することである。被災地域では、地震・津波・原発事故など被災要因や時間経過によって復興に向けたニーズが多様化・複雑化し、従来型の画一的な行政対応では十分に応えられない状況にある。多様化・複雑化する被災者の復興ニーズと復興政策の実態との「ズレ」を補正していく仕組みとして「参加型予算」の有用性を実証し、これに裏付けられた機動的で柔軟な復興行財政制度を構築、普及する。具体的な研究手順は、①被災自治体の復興予算編成および自治体内分権の実態把握、②調査結果に基づく自治体間横断比較、③「参加型予算」に基づく復興行財政制度のモデル析出、という三つに分けることができる。３年度目（2022年度）においては、①被災自治体の復興予算編成、自治体内分権の実態把握について、南相馬市における被災者支援総合交付金の運営実態についての行政資料を詳細に分析し、さらに、②同様に飯舘村におけるコミュニティ再生の取り組み実態を分析した。追加して、③福島県が実施している被災者支援総合交付金の運営実態、特に交付され、同制度を活用しているNPOの活動実態にヒアリングを重ねた。これにより、同制度を活用したソフト事業がコミュニティ再生に対してどのような効果・成果を上げているかについての実態を分析した。
