项目摘要

地場企業がGVCに参加することによる経済的影響、特に生産性への影響についての分析は過去の2年間で行った。本年では、GVCへの参加ではなく、進出した外国企業による地場企業への経済的影響、具体的には生産性への影響を分析した。地場企業は進出した外国企業から様々なルートを通じて技術や経営ノウハウを獲得する可能性がある。例えば、地場企業は外国企業との取引を通じて、技術や経営ノウハウに関する情報を入手することができる。また、外国企業で働いていた労働者を雇用することで、外国企業の持つ技術や経営ノウハウを獲得することもできる。地場企業が外国企業の持つ技術や経営ノウハウを吸収することができれば、生産性の向上につながる可能性は高い。このような形による外国企業から地場企業への技術や経営ノウハウの移転を技術のスピルオーバーと呼ぶが、分析では３つのタイプのスピルオーバーを取り上げた。一つは地場企業と外国企業が同一産業内で操業しているケース（水平的スピルオーバー）、残りの二つは地場企業と外国企業が異なる産業に属しているケース（垂直的スピルオーバー）であるが、そのうちの一つは地場企業が外国企業に部品などを供給するケース（後方的スピルオーバー）、今一つは地場企業が外国企業から部品などを調達するケース（前方的スピルオーバー）である。世界銀行のデータを用いて、107か国について2007年から2020年を対象とした分析を行った結果、水平的スピルオーバーの存在は確認できなかったが、垂直的スピルオーバーの存在を確認した。また、地場企業や地場企業が存在する国・地域の教育水準を上げることで、垂直的スピルオーバーの効果が向上するだけではなく、水平的スピルオーバーの効果が表れることを確認することができた。この分析結果は技術や経営ノウハウの吸収には労働者の技術吸収能力が重要なことを示している。
