项目摘要

今年度は，前年度に検討したプロトタイプモデルについて，対象地域における水質汚濁物質の排出総量を制約とした最適化モデルをベースに開発を進めた．前年度より検討していた北欧のフィンランドを対象地域とし，国内の水域の状況や周辺海域の富栄養化問題を考慮に入れつつ，関連する経済および環境データの収集を行った．ただし，現地調査の見通しが立たないことなどから諸データの収集が思うように捗らなかったことが挙げられる．そのため，モデル構築については検討を進めることができたが，実証分析，シミュレーションについては実施することができず，具体的な分析をさらに遅らせることになった．前年度より行っていた可能な限りの資料収集により，当該地域に関する経済活動や水環境の状況を概観することができた．行政区域や流域などにおける人口などの基礎的なデータや地理情報データなどを収集し，シミュレーションに向けた整理を行った．特に国土全体の土地利用データや流域の地理データを収集して面積の集計を実施した．環境データとして，国全体のポイントソースおよびノンポイントソースそれぞれから発生する水質汚濁物質総量データや，産業別，水処理施設ごとの水質汚濁物質データなどを収集・整理した．環境管理を行う地域区分のデータも収集し，一部の排水処理施設から発生する水質汚濁物質量を当該管理地域別に集計することができた．その他，陸域における産業生産額などの経済データに関しても収集を行っている．環境管理区域を地域区分とした地域モデルの構築についても検討を行い，地域別の排水処理施設から環境負荷データを整理し，地域モデルによる分析に必要となる係数などの推計を行っている．今後は地域モデルの構築およびシミュレーション分析を実施し，政策評価につなげることを目標とする．
