项目摘要

2022年度は，以下の研究を行った。第一に，中小企業が外国人労働者を雇用する契機について分析した論文を改訂し，査読雑誌に投稿した。分析の結果，非高技能外国人の雇用を考える中小企業はR&D投資にも消極的であり，企業はより労働集約的な生産を指向することを明らかにした。第二に，外国人と日本人の国内移動パターンの分析を昨年度に引き続き行った。外国人の居住・移動には，都市への集住が進む日本人とは異なる特徴があるという暫定結果を得ている。成果は，2023年中に経済産業研究所のディスカッションペーパーとして公表予定である。第三に，企業アンケートや政府統計を用いて，非高技能外国人の雇用が企業の生産性に及ぼす効果を明らかにする分析に着手した。非高技能外国人を雇用する企業の業績や賃上げ状況もみることで，生産現場などでの就労する外国人現業労働者雇用が中小事業者にとって有用であるかを評価できる。成果は，2023年中に経済産業研究所のディスカッションペーパーとして公表予定である。第四に，「技能実習」および「特定技能」の資格で在留する外国人にアンケート調査を実施，分析するプロジェクトに参画した。技能実習から特定技能に変更した者と母国への帰国という異なるキャリアパスを選択した2つのグループについて，日本での就労が人的資本蓄積に与える影響を比較検討する。第五に，アフターコロナの外国人の在留と雇用の変化を把握するためのインタビューも継続して実施し，ベトナム人コミュニティや地方部の中小企業への聞き取り調査を行った。2022年度に急速に進んだ円安が，技能実習生にとって日本で就労するインセンティブを低下させ，企業が人材確保に苦労する様子が確認された。
