项目摘要

本研究は、世界経済の大きなリスク要因として近年関心の高まっている、いわゆる過剰債務の問題に関するリスクを中心として、それに対応するマクロ政策について主に分析を行うものである。特に、新興国に内在するリスクとそれに対応するマクロ経済政策の効果について、包括的に検討することを課題としている。新興国のマクロ政策として、グローバル化した世界経済の下では、金融政策等の既存の政策だけでは十分な対応が行えないという認識が、特に世界金融危機後、IMFを含めて国際機関、政策担当者、大学の研究者の間で、一般的になっている。こうした背景から新しい可能性を持つ政策の一つとして資本規制政策が注目され、様々な角度からの分析が進んでいるところである。本年度の研究実績として、このように注目される資本規制政策について、特に中国についての実証分析を挙げることができる。local projection の手法を用いて、中国における国際資本移動に対する資本規制の効果について分析を行った。中国の株式取引における、中国居住者、並びに非居住者の売買に対する規制の効果について、それぞれのインパルス反応を求めて分析したところ、そのいずれについても、資本規制政策が資本移動に対して効果を及ぼしていたことを示す結果を得ることができた。一方、債券といった他の資産市場については、そういった効果は観察されなかった。本研究は、中国における資本規制政策が、資産市場別に異なる効果を持つ可能性があることを示唆している。
