本研究の目的は在日米軍が今日の情報社会において、危機発生時にどのような体制で広報を展開し信頼の構築や維持を試みているのか明らかにし、従来研究が進められてこなかった、迷惑施設の信頼構築に関する理論を開発することである。第一に、現在の在日米軍の人材育成を含めた広報体制について明らかにする。第二に、在日米軍の広報体制の特殊性を在米米軍との比較において明らかにする。第三に、在日米軍における事件・事故発生時の広報対応について事例調査を通して明らかにし、最終的に信頼構築における理論の開発を試みる。2020年度は基礎となる、危機管理広報を中心とした迷惑施設の信頼構築に関する理論に関する文献を収集し、危機管理広報理論に関する査読論文を学術誌『広報研究』に投稿した。2021年度は理論的整理の知見に基づき在日米軍における事故発生時の広報対応に関する分析を行い、その成果をアメリカで開催された国際大会（International Public Relations Research Conference）で報告予定だったが、コロナ禍の影響で渡米が適わず、発表を断念した。2022年度は米軍や在日米軍の広報体制やガイドラインに関する文献の収集・分析を進めたほか、インタビュー調査に必要な情報の収集を行い、国内外でのインタビュー調査の準備を進めた。広報に関わる人材や部署の多様性や配置、歴史、課題、それらで用いられている独自の肩書きや部署名といった表現の把握が進んだことで、多様なステークホルダーとのコミュニケーション戦略の概要を捉えることができた。
