项目摘要

本研究は、企業が自ら実現したイノベーションから、その利益をいかにして回収することができるかという「専有可能性問題」が、1990年代後半以降の日本企業においてどのように変容したのかを調査・分析することにより、イノベーションの収益性を改善するための経営課題を明らかにすることを目的としている。研究代表者らは、90年代半ばに企業のイノベーション・プロセスに関する日米比較調査を実施した際、日本企業の専有可能性を確保するためのメカニズムに見られる特質等を分析した。その後、四半世紀が経過する間に専有可能性を取り巻く環境も大きく変化したが、それに対して日本企業がどのように対峙してきたのかを把握できるデータが存在していなかった。このため本研究では、文部科学省科学技術・学術政策研究所が2020年度に実施した「民間企業の研究活動に関する調査」に所要の質問項目を登載してもらうことにより、90年代の調査データと比較可能なデータを収集した。本年度は、これらのデータセットを用いて、２時点間における専有可能性の変化を分析し、以下の事実発見を得た。第１に、企業が実施したイノベーションから利益を確保するための各種の方法のほぼ全てにおいて有効性が減退し、利益の専有可能性は顕著に低下した。第２に、自社のイノベーションを競合他社が模倣するまでの時間（模倣ラグ）はかなり長期化した。第３に、技術機会を提供する情報源として大学や公的研究機関の重要性が増大する一方、情報源としての競合他社の重要性は低下した。これらの事実発見は、イノベーションをめぐる企業間競争自体が減退したことを意味しており、科学技術イノベーション政策にとっての新たな課題の所在を示唆している。
