项目摘要

本研究は、地域ブランドの価値向上と持続的な発展において認証制度が与える影響を検証するために実施する。具体的には、GIや地域団体商標、各種認定制度の申請・取得が、経営にポジティブな影響を与え、経営改善（原材料確保や生産・売上増）、生産者の育成や雇用、収入増に繋がっているかを把握し、地域ブランドエコシステムの構築可能性を探る。2020年度「市田柿」（地域団体商標・GI認定）、2021-2022年度度「すんき」（GI認定）を主たる対象として、各認定申請団体・生産者に対するヒアリングを実施。認定取得が、基本品質（生産手法や衛生・安全管理の標準化・平準化）の確保につながり、行政等の公的支援の妥当性が担保されたことで人材育成、雇用や収益確保には一定程度の効果を実感するが、伝統的な製法や個人の特徴的な生産方法が制限されること、世代交代や継承の持続性などの観点では課題が残ることが示された。2022年度末には、地方創生（特に人口増）事例として西粟倉村に注目し、「ふるさと名物応援宣言」（改正地域資源法に基づき「美作材（ひのき）の製品群」を指定）とそれを推進する「百年の森林（もり）構想」等が「上質な田舎」づくりにどう貢献するかについて、村役場、地域企業（株式会社ようび）等のヒアリングを実施した。西粟倉の調査結果からは、外部人材や関係人口の活躍と地域ブランドの「見える化（e.g.木材を活用した役場や図書館など整備）」と住民がその成果を実感（経験・体感」することが重要なファクターとなる可能性が示唆された。
