项目摘要

本研究では2020年度および2021年度に、イギリスとフランスの旧産炭地で二度の現地調査を行う計画だったが、コロナ渦による行動制限のため一度も海外調査を行うことができなかった。2022年度は行動制限の緩和により、ドイツで二週間の調査を行った。当初の計画に含まれていないドイツを調査地に選んだ理由は次の二つである。第一に、IBAエムシャーパークに代表されるドイツ・ルール地方の都市再生は、文化による都市再生の成功例として世界的に知られるが、のみならず、ルール地方の都市や企業が、本研究がフィールドとする三池炭鉱や同じ九州にある筑豊炭鉱と歴史的なつながりも深いことが、三池炭鉱の歴史を調べるなかでわかったからである。第二に、研究代表者の知り合いでルール地方出身の研究者と、将来的に本研究と同じテーマで日独比較研究を行う着想を得た。共同研究の具体的内容や方向性を構想し、当該研究者に提案するにあたり、直接現地を訪れ、概要を知っておく必要があったからである。ドイツでは、ユネスコ世界遺産のツォルフェアアイン炭鉱遺産群（エッセン）やドイツ鉱山博物館（ボーフム）、デュースブルク・ノルト景観公園（デュースブルク）などで調査を行った。調査結果から、ルール地方では産業遺産の活用に非常に積極的であると言える。かつての工業施設はさまざまな種類のミュージアム（かつての工業とまったく関係のないものも多い）やイベント施設として生まれ変わり、その場所でさまざまな文化イベントが行われる。IBAエムシャーパークのスローガンの一つ「転換による保存」は、「活用なくして保存なし」、すなわち現在の人々のニーズに応える活用ができなければ、産業遺産の保存は不可能というスタンスと言えるだろう。この活用の徹底性において、イギリスや日本の産業遺産とかなり異なっている。その違いは都市の社会経済的諸条件に起因していると考えられる。
