项目摘要

2022年度は学会発表及び論文の刊行を行った。社会事業史学会における自由論題報告においては、特高第一課が作成した「検挙索引簿」第2号及び第3号における社会事業関係者の動向を分析した結果を発表した。検挙理由について、「検挙索引簿」第3号の「検挙件名」と『特高月報』の「犯罪被疑事実」を比較したところ、分析対象とした社会事業関係者11名中６名の記述が異なっていたことが明らかとなった。その中には、前歴に基づいて「非転向者」であることを強調するための修正が行われた者や、所属している組織すら確認されることなく検挙された者もいた。この研究成果については、次年度以降に論文としてまとめる予定である。また、論文の刊行は2本行った。1本目は、戦前・戦後を通じた社会事業の運動史研究の概観について論じた。戦前の社会事業の運動は戦後の研究で否定的に捉えられる見かたもあるが、戦前にも国民教化や啓発活動的な立場からの運動だけでなく、セツルメントのように国民の生活を改善するために国民自身によって主体的に行われた運動もあった。また、戦後にはアメリカのソーシャル・アクションの概念が紹介され、社会福祉運動という言葉も使用されるようになるなど、運動史研究に発展がみられた。2本目は、戦前に社会事業研究所で働き、保母としても活動した阿部和子に焦点を当てたものである。阿部は社会科学を学ぶ読書会に参加したことで、問題のある学生として退学させられた後、「保育の道こそ我が生きる道」と決心して保母となった。保母として働いた後、社会事業研究所では保育施設に関する日本で初めての全国調査に参加している。その後、再び保母として働いていた時に特高に検挙された。検挙の理由として、秋田県旭村の鈴木清に保健婦の沢里千代子を紹介し、手紙を出したこととされており、阿部の検挙はその後芋づる式に社会事業研究所所員の検挙にもつながっていた。
