项目摘要

本研究は、トランスナショナル高等教育（TNHE）の中の国際共同大学（IJU）に注目し、ドイツと日本がアジアと中東で展開するIJUの比較から、IJUの持続可能な運営の在り方を導き出すことを目的とする。主とする調査対象大学は、エジプトのカイロ・ドイツ大学とエジプト・日本科学技術大学（E-JUST）、トルコのトルコ・ドイツ大学とトルコ・日本科学技術大学（TJU）、ベトナムのベトナム・ドイツ大学と日越大学、マレーシアのマレーシア日本国際工科院であるが、今年度は、エジプト、トルコ、マレーシアにおける現地調査を行った。また、国際的な学生移動に関する調査を英米で行った。主な成果は以下のとおり。①エジプトとトルコにおけるドイツモデルの大学へのドイツ側の主な支援は、DAAD（ドイツ学術交流会）とドイツの大学コンソーシアムが行っており、援助機関であるドイツ国際協力公社（GIZ）は直接関与していない。一方、エジプトとトルコにおける日本モデルの大学への日本からの支援は、主に、JICAの技術協力（エジプト）・円借款（予定）（トルコ）、日本の支援大学から提供されている。②ドイツでは連邦3省による政策の下DAADがIJUを中心に据えてTNHEを世界展開する志向が強い。日本の場合は、2008年の大学設置基準改正により日本の大学が海外に学部などを設置する基準が定められたが、その推進のための政府方針は特に見受けられず、実績についても非常に限定的である。また、日本側ではIJUの概念が特に認識されていないとみられるが、有力な定義ではIJUのカテゴリーに先発の日越大学が入っており、日越大学と同様のスキームで設置されたE-JUSTや設置予定のTJUもIJUとみなすことができる。日本の事実上のIJUは、ベトナム、エジプト、トルコにおいてすべて先行したドイツのIJUの経験や教訓を元に運営形態が形成されている。

This study focuses on the international common university (IJU) in China's higher education (TNHE), the comparison between Japan and the Middle East, and the possible operation of IJU. The main research targets are universities, universities, Japan University of Science and Technology (E-JUST), Japan University of Science and Technology (TJU), Japan University of Science and Technology, Japan International Institute of Technology, Japan International Institute of Technology, and this year's local research. International student mobility survey conducted in the UK. The main result is the following. (1) The main support organization of the German university, DAAD (German Academic Exchange Association) and the German university, GIZ (International Cooperation Organization) are directly related to the cooperation. Under the policy of the three provinces of the United States, DAAD is the center of IJU, and TNHE is the goal of world development. In Japan, the university setting benchmark was revised in 2008, and the government policy of Japan's universities and overseas departments was specially limited. The concept of IJU on the Japanese side is specially understood and strongly defined, and the IJU's culture is developed in advance of the Japanese University. Japan's top IJU has been formed into a new mode of operation, such as the first mode of operation, the second mode of operation and the third mode of operation.
