各国の教育事象を横断的に分析するために定められた国際標準教育分類（ISCED）は、教育政策上重要な指標であるにも関わらず、研究面での活用は限定的である。この状況を受け先行研究では、ISCEDにより各国の教育プログラム及び接続状況の図示が可能であり、従来使用されてきた学校系統図の課題が補われる可能性が示されているが、その具体については未だ明らかにされていない。以上を踏まえ本研究課題では、学校系統図に内在する課題を克服し、公教育制度を正確に図式化する方策の一つとして教育プログラム図を捉えている。その上で2022年度は、ISCEDを活用した教育プログラム図の事例として、オランダの公教育制度の作図に着手し、教育プログラム図の特徴及び活用に向けた道筋の具体を検討した。作図にあたっては、2021年度の取り組みと同様に、ISCED2011の関連資料であるpotential pathwaysのフォーマットを参照し、ブラウザ上で操作可能な無料作図ツール「diagrams.net」を用いて、オランダの教育プログラム図をA4版にて試作した。試作の過程において、ISCEDを活用した教育プログラム図の課題が改めて確認された。オランダのように多様な教育プログラムが展開されている公教育制度を図示しようとすると、図中の情報量（各プログラムに与えられている3桁のコードや接続を示す矢印など）が多くなり、結果として作図が困難となるだけでなく、視認性も悪化することが明らかになった。これらの課題は図式化する上で避けて通れないものであることから、①他のツールを利用する、②図中に示す情報量を精選するという二つの観点から改善の方向性を検討することとした。
