本研究の目的は，2019年10月から開始された幼児教育・保育の無償化が，深刻な貧困問題を抱える沖縄の“子育て環境および教育の質的低下”を防ぐための有効な施策として機能しているかどうかを検証すると同時に，関連する子育て・教育支援策の提案と検証を行い，統合的な支援モデルを創生することである。研究期間3年目にあたる2022年度は，1・2年目に続いて基礎データの収集および支援モデルの検討を行った。具体的には，1） 子育て環境および教育の貧困化の実態把握を目的として，沖縄および首都圏の幼児教育・保育・子育て支援活動従事者を対象としたインタビュー調査を行い，2）調査結果から示唆された課題の解消に向けた方策を検討するためのアクションリサーチを行った。これらの調査結果から，幼児教育・保育の無償化施策の導入によって子育て家庭における経済的メリットが家庭と支援者の双方に実感される一方で，軽減された費用の多寡にかかわらず無償化を契機とした教育の質的向上が直接的に意識されているわけではないこともわかった。幼児教育・保育の無償化は，希望するすべての家庭に対して経済的状況によらず幼児教育・保育を提供できるしくみを生み出す施策の一つであるが，それと同時に幼児教育・保育が子どもたち一人ひとりの未来の姿に大きな影響力をもつという認識を社会全体に浸透させる役割も担っている。幼児教育・保育を中心とした子育ての支援が，今後どのような方向を目指すべきか，またそのための具体的な施策を組み立てるのに必要とされるいくつかの要素，すなわち，基礎的・普遍的な社会性発達を支える体験や自然体験活動に代表されるような変化に富む体験的学習等の重要性が示唆された。これらの知見を組み合わせた総合的支援モデルの創生が本研究の成果であるが，そのモデルの検証は今後の研究で行なっていきたい。
