「1968年」以降の大学改革の内容は多岐に渡る。2022年度は、①とりわけ条件整備の不備がクローズアップされた私立大学における国庫助成運動の進展に関する資料の収集、整理を行った。②日教組（日本教職員組合）による大学問題の検討状況について分析した。①国庫助成運動は関西にはじまり、全国にブロック別の連絡協議会結成の動きが広がった。北海道は比較的早く、全国教授会連合編『私学助成の思想と法』（勁草書房1979年）において北海道連絡協議会の成立経緯が記されている。しかし、そこでは結成日時（1968年11月9日）は明記されているものの、10大学24短大により結成されたとあるだけで、具体的な経緯は不明である。また協議会の設立趣意書など重要文書も確認されていない。2022年度、かつて協議会の事務局があった北星学園大学に問合せたところ、資料の所在や当時の関係者に関連する情報を得ることができた。COVID-19エピデミックの影響、および家族の事情により、資料調査を十分進めることはできなかったが、2023年度に進めるべき作業課題を明確にすることができた。②日教組「教育制度検討委員会報告書」（1974）、同「大学問題検討委員会報告書」（1978）の中に、それぞれ大学制度の改革案が見られる。1974年報告書では、主に財政面での独立を問題にしており、大学財政委員会の設立を提言している。1978年報告書では、大学行政全体の独立を視野に入れ、大学委員会の確立まで提言している。ここには東京大学大学改革準備調査会や国立大学協会による改革の検討の影響を見ることができる。同時に、大学の問題を教育制度の一環として解決するための入試の企画・実施の共同化、国立大学だけでなく私立大学財政問題の解決を含めて提言している。これらに至る経緯を明らかにすることは、当時の大学改革の全体像を解明することに寄与すると思われる。
