项目摘要

住居系市街地の住宅更新メカニズムは、住宅需要の変化に伴い、従来とは様相を大きく変化している。住宅（持地持ち家）は、世代間扶養の前提となる資産であり、居住継承と相続は密接に関わっていると考えられてきた。従来は、同居による資産としての住宅等の相続および継承が行われていたが、近年の空き家の増大は、①居住継承の減少、②住宅の老朽化（管理不全）、③相続・売却処分の増加をもたらしているものと推察される。本研究では、こうした住宅更新の経緯をインタビュー調査により把握し、住宅更新メカニズムの変化として整理することを目指している。こうした住居市街地の住宅更新には、その地域の住宅需要との関係が大きく影響していることが確かめられた。とりわけ、東京西部地域の住居系市街地（世田谷、狛江、調布）では、ある程度の住宅需要が見込まれ、空き家の賃貸住宅化や除却して更地にした場合は宅地売買される事例が多く、住宅市場での取引の可能な地域では、資産運用型の建て替えも行われていた。そこで、これらの地域を対象に、①空き家化の事例および②空き家対策の自治体での取り組みについて整理し、取り組みの違いやその効果について分析した。①空き家事例の収集では、空き家化の経緯を軸に把握し、高齢者のみ世帯の居住する住宅（空き家予備軍）への対応として、管理不全に陥らない対応の在り方について検討している（2023年度に継続して検討する）。②東京都内の自治体（市区）による空き家対策の取り組みを整理し、空き家等の特措法にもとづく対応に違いがあることや、自治体の取り組み事例（空き家の活用、管理のための方策等）の事例収集を行った。2023年度に事例を分析し、人口減少下の住宅更新メカニズムを明らかとし、スポンジ化する市街地における住環境の維持保全について考察する計画である。
