项目摘要

本研究は、日本統治時代の台湾において、市区改正事業が進む1920年代以降に、地方政府庁により数多く建設された公共建築について、その建設の実態を明らかにしようとしたものである。また、その中で警察、保・甲、経済団体、企業などの活動が公共施設の建設を担った実態を明らかにすることを目的としている。まず、公共建築の建物種別、規模・意匠、建設費とその出所、建設年、地方行政庁の立場、介在した団体・個人、市区改正との関連についてデータを拾い出し、データベース化を行った上で、昨年度は、地方自治制が進む時期に、最も発展が著しかった台中市に着目し、地方行政による公共建築のリストを作成し、建設費に寄付金が宛てられたことや、州や市の技師・技手が公共建築の設計を担ったことを明らかにした。そして本年度は、そうした台中市において活躍した技師と、彼らが携わった公共建築物について整理した。台中州技師の中でもとりわけ活躍したのが白倉好夫であった。白倉は台中の多くの学校建築の設計を担ったが、代表するものとして、行啓記念館（1923年）や、台中駅前の巨大な奉迎門などが挙げられる。白倉が台湾総督府に戻った後、台中では、三田鎌次郎らが活躍していくこととなった。しかし、そうした公共建築の建設費を地方自治体が州費や市費で賄うことは困難であった。州からの出費は半分に満たない状態であったため、そこで、寄付金が募られていたことを明らかにした。これらをまとめ、学術講演会に投稿した（西川博美「日本統治期台湾の地方都市における公共建築建設（その２）―地方制度改正と技師に着目して」、2023日本建築学会大会(近畿)学術講演）。今後は、台南州や高雄州などでの実情を調べ、台中州と比較していくと共に、1935 年の地方制度改正による公共施設建設の経緯について明らかにし、台湾の地方都市における公共建築建設の実態を解明していく計画である。
