项目摘要

本研究では、自然災害を、1）発生形態で①進行型と②突発型、2）発生場所で①危険箇所事前判別可能型と②危険箇所事前判別不能型、3）避難主体で①個人、②世帯、③近隣地域（自主防災会など）、④事業所・学校などの団体、4）所在地で①自宅、②勤務・通学先、③その他外出先、5）対応期間で①直近、②短期、③中・長期に分類の上、防災情報の「情報品質（Information Quality）」を高めて一時避難や転居による「ソフト防災」を有効に機能させるための方策の検討を行っている。過去２年間の研究から、自然災害の分類とは無関係に、対応期間の直近と短期においては、どのような災害のリスクがあるかを把握し、その災害の発生を想定しての事前準備と訓練が重要であることを明らかにしたので、本年度はその実現に向けての方策の検討を行った。訓練に関しては、防災訓練等が新型コロナウィルス感染拡大の影響で実施できない状況を踏まえ、参加意識を持ちながら避難の必要性を学習し、共助の訓練を疑似体験できる方法としてメタバースの利用を検討し、提言を行った。一方、中・長期での対策では、危険箇所事前判別可能な災害リスクにさらされている場所への住宅・事業所等の立地制限を推進する方策として、法的規制、計画誘導、市場誘導の３つを検討し、不動産・金融市場での災害リスクの適切な明示・評価を通じて市場を経由しての間接的な立地制限を行う制度・仕組みを検討し、それらの方策の有効性を検証するためにリスクにさらされている地域からの人口移動を５年周期の国勢調査データで検証する方法を提言した。2022年の活動カバー率が84.7%となっている自主防災組織の活性化に向けては、木造住宅密集地域や低層・中層・高層別の非木造集合住宅で防災対策が異なる結果、共助の内容も異なることを示し、それぞれの対象別にヒアリング調査を実施し、次年度の研究に向けての準備を行った。
