令和3年度研究としては、ハーグ国際私法会議への日本の加盟に関する研究を進めるために、史料の収集・分析を行った。具体的には、ハーグ国際私法会議への加盟に関する日本の外交史料について、手書きの崩し字で記載されている文書を翻刻する作業を進め、翻刻された文字データの正確性を担保するために、その内容の分析・検討する作業を行った。また、オランダ政府の日本の加盟に関する文書等が残されていないかを確認するために、オランダ公文書館への出張を行い、調査を行った。その結果として、オランダ政府側の外交文書・史料をまとめた「日本の参加（Deelneming Japan）」と題されたファイルを発見することができた。現時点においては、外交文書・史料の内容の分析を開始したに過ぎず、その内容を明らかにすることはできていないものの、少なくともこのような外交文書・史料の存在自体がこれまで日本の国際私法学において知られていなかったことであるため、このファイルの発見自体が令和3年度研究の大きな成果となったと考えられる。また、関連して、当時、日本の参加を推進するためにオランダ側で尽力していたとされるアッサー氏の手記についても確認することができ、その中には、日本の国際法に関するメモなどがあり、貴重な発見をすることができた。その他、穂積文書を翻刻したものを出版するための準備作業についても、令和3年度研究としても実施することができた。また、令和3年度研究においては、ハーグ国際私法会議アジア太平洋週間において研究代表者が報告を行った。同報告は英語で行ったものであり、穂積文書及び日本のハーグ国際私法会議への加盟に関する史料の分析結果を基礎とする報告を行うことで、本研究を基礎とした国際発信を実現することができた。
