项目摘要

本研究の目的は、大学発ベンチャーの設立から事業化、成長までのトータルのプロセスを視野に入れ、それぞれのプロセスに影響を与える要因を、国内外の企業等との連携や技術・ノウハウ等の開示、資金・人材の獲得、知的財産の権利化と活用など様々な観点から包括的に分析することで、各プロセスにおいていかなる要因がどの程度重要なのか、またその重要性は他国と比べてどのように異なっているのかを明らかにすることにある。2020年度は、前年度の日本での調査成果を基礎として、海外（比較対象国であるフィンランドとシンガポール）における大学発ベンチャーの実態を、事例研究を含めて把握する計画であった。しかし、新型コロナの蔓延により、海外を対象とした調査はフィンランドで一部実施できたのみであり、シンガポールでの調査はできなかった、フィンランドでは、同国の主要な大学からスピンアウトした大学発ベンチャーをリストアップし、5つの大学及び大学発ベンチャーへのヒアリングを通じて設立から事業化、成長に至る経緯を調査した。それらの調査からは、フィンランドの大学が起業家教育のための支援組織やプログライムを整備し、活発に大学発ベンチャーが設立されていること、またベンチャー設立後も大学と一定の関係を維持することで、研究者・技術者の採用や研究開発のための大学設備の利用などを有利に進めていること、また同国における事業立ち上げのための政策（"ビジネス・フィンランド"における助成金の提供等）が事業化とその後の成長にとって重要な役割を果たしていることが明らかにされた。シンガポールにおける調査は、翌年以降の実施を目指して計画を変更したが、その後も新型コロナの影響で計画通り進んでいないのが実情である。
