2021年度は前年度に引き続き、COVID-19によって現地調査の見込みは立たず、文献研究による研究基盤の強化を図った。また、現地調査で実施予定であったドローン空撮による漁場地図および調査地の地図作成のための方法論の実践的習得を実施した。また、現地の調査助手からの調査地の状況を把握することで、次年度にむけた現地調査の基盤強化を図った。本来、研究テーマに関する研究結果報告を国際学会で実施する予定であった。しかし、COVID-19による研究進捗の遅延によって、報告内容をプロジェクトの内容紹介へと変更し、オランダ海洋研究所（MARE）主催の第11回People and the Seaにて発表した。この学会では、「よそ者」である出稼ぎ漁師と地域コミュニティとの協働での水産資源管理するにあたって、制度という観点からの考察を提案され、新たな見知をもって研究を進めることができるようになった。
