本研究は、高福祉と経済成長の両立のメカニズムを社会関係資本によって明らかにするというこれまでの試みに、地域という視覚を組み込み、地域空間における社会関係資本と、福祉・経済との関係性を分析することを通じて、地域の自律的発展について検討することを目的とする。本年は、研究計画において、社会関係資本の地域特性の分析と、社会関係資本の性質に影響する福祉国家制度についてより重要な制度領域を明らかにすることを課題としていた。社会関係資本の地域特性は、利用可能なデータに限界があったため、本年は社会関係資本の性質に影響を与える制度群の抽出を重点的に行った。これまでの研究から、福祉国家制度の中でも、特に家族に対する福祉依存の軽減（脱家族化）という観点から福祉国家制度の分析を行う必要性が示されており、今年度は、老親に対する子の扶養義務意識、特に家族介護意識に着目し、各国の公的介護制度と家族介護意識がどのような関係にあるかについて検討を行った。家族介護意識は、社会関係資本の構成要素の一つである「規範」の表出としても考えられ、このような規範に制度がどのような効果を持ちうるのかについて検討することは、制度群の抽出に際し重要な手続きである。The International Social Survey Programme 2017とOECDのデータを用いて、階層線形マルチレベルモデルによって分析した結果、公的介護支出の高い国では家族介護意識が低いことが示された。一方で、各国の制度的特徴を捉える変数として、社会保険方式か税方式のどちらを採用しているかというダミー変数を投入したが、有意な結果は得られなかった。以上のような、家族要因と社会関係資本の性質との関係は、既存の先行研究では十分に検討されてきたとは言えず、社会関係資本という概念の展開において意義を持つと考えられる。
