项目摘要

当該年度の成果は以下の通りである。【研究実施内容】イランの内政について、その特徴を象徴する要素の一つ「選挙運営の制度設計」を現地資料を用いて明らかにした。イランには、選挙に政治生命が左右される大統領と、左右されない最高指導者という二人の異なるリーダーが存在することは既存研究で広く知られている。一方、その構造が、選挙管理にどのように反映されているのかは、選挙制度設計の複雑性から不明瞭なままであった。それに対して、本研究では、選挙実施を担う内務省（大統領側）と監視を担う監督者評議会（最高指導者側）が、選挙前、選挙期間、投票日、選挙後という選挙サイクルにおいて、一部重複、一部分権的に働く機能を詳細に明らかにした。用いた資料は、一次資料としては、憲法、国会選挙法、国会選挙法実施規則、監督者評議会による国会選挙の監督法、内務省発行の選挙スタッフの訓練マニュアルである。二次資料としては、2019年度イランにて収集した監督者評議会発行の刊行物を参照した。【得られた結果】上述の分析を通して、イランの選挙管理は大統領と最高指導者のエージェントによって、中央、選挙区、投票所レベルに至るまで、二元的に管理されているからこそ、たとえ改革志向の政権が発足しても選挙の自由は制限され、また、逆に、軍出身の政権が発足しても、軍の選挙干渉は制限される、という選挙運営が常に現状で維持される仕組みが明らかになった。【成果発表】上述の結果の一部は、査読誌『国際公共政策（International Public Policy Studies）』で公表した他、世界最大のイラン研究の国際学会Association of Iranian Studiesでも発表した。なお、成果の全体は博士論文にまとめて執筆した。現在はその一部を投稿論文として執筆中であり、2022年度中の刊行を予定している。
