2021年度は、事例研究を用いた定性的な研究も進めた。特に、なぜ近年省庁間調整が増えたのかを分析した。現在、9.11テローイラク戦争期にその要因があると考えている。テロ対策を名目とした国土安全保障省を中心とした政策形成によって、政策的に対立する保健福祉省などをコントロールしようとしたという仮説を検証するために、現在議会資料や大統領資料などを用いて定性的な手法を用いた分析を進めた他、新たにフォーマルモデルを用いた分析を行なった。2021年度は特にクリントン政権の政策形成に着目した研究を行い成果を得た。この成果は「危機における政策形成: 省庁間調整かホワイトハウス内調整か」という論文として、現在国内査読誌に投稿中である。加えて、大統領のアジェンダとその規定要因を明らかにするための研究も行った。政治家にはそもそもアジェンダを設定しないという戦略もあり得るため、単に観察されたアジェンダを分析するのみではバイアスが生じ得る。この問題を乗り越えるため、本研究は、医療制度政策、移民・出入国管理政策、資源・エネルギー政策を事例に、1993年-2017年の大統領の週演説(weekly address)データを対象に計量テクスト分析とベクトル自己回帰分析(VAR)を用いて検証した。理論・仮説では、党派的な争点である医療制度政策、移民・出入国管理政策については、いずれの政策も歴代大統領は重視してきたが、医療保険政策と移民・出入国管理政策は有権者が重視するかは党派によって異なるため、選挙日が近づくほど党派によって差が大きくなることを、そして、有権者の関心に大きな差がないエネルギー政策においては、党派によって両者の差が大きくならないことを主張した。分析の結果、エネルギー政策については仮説が支持されたものの、医療制度政策、移民・出入国管理政策については一部が支持されなかった。

In 2021, qualitative research was carried out in case studies. In recent years, the provincial government has made great efforts to adjust the situation. Now, 9/11, the main reason for the dispute is to test the middle of the day. The Ministry of Homeland Security and the Ministry of Health and Welfare are responsible for the formulation of policies and regulations. The 2021 fiscal year has seen significant progress in policy formulation and implementation. The results of this paper are: "Policy formation in crisis: adjustment between provinces" and "adjustment within provinces". Add to the list of important reasons for the study of the problem.
