项目摘要

2021年度に実施した研究活動では清朝後期の駐防八旗制度や戦争中の駐防八旗の戦力に着目した。具体的な研究対象は1850、51年に太平天国軍(当時の中国の大規模な農民反乱軍)と対峙した杭州八旗の戦闘力及び制度の運用についてである。主要史料はハーバード燕京図書館藏満文杭州将軍档案冊(236件)、漢文の『江寧将軍都興阿髪乱陣中奏稿』、台湾故宮博物館所蔵の各当事者に関する档案である。中国学界における民国以来の観点では、「清朝中期以来駐防八旗制度が腐敗し、駐防八旗の戦闘力は清朝中期以降すでに低下しており、一戦にも耐えられない」と考えられ、今でも多くの論著でそうした記述がみられる。一方で1980年代以降、駐防八旗による晩清の諸反侵略戦争の奮戦を記録した二次・三次編纂史料が大量に存在することが判明したため、この観点にはやや変化が生じ、その戦力、地位が愛国主義の視点から評価されるようになっているが、いずれも当時の政治ニーズに応じた民族主義特徴が明らかに存在する考え方である。本研究は原典史料に基づき、前述のような観点に対して反論を行うものである。結果、大清国後期まで旗人は、依然として軍事伝統と相当の戦闘力を有したという結論に至る。駐防八旗は同時代の近代化した英仏などの列強軍には及ばない。しかし、同じ時代の他の清朝軍や農民反乱軍などと比べれば、八旗は武器、訓練、戦闘の意志などの面で優位にあった。様々な戦争での敗因は人数の多寡によるところが大きく、駐防八旗が悪名を得た理由は、主に清末の革命者による反満ブームと漢民族主義であろう。後者では、駐防八旗や旗人全体が共に近代中国落伍の責任者と見なされた。
