项目摘要

本研究課題は、フランスにおける文化観光の分析を切り口として、地域の文化資源に立脚した内発的発展を促す文化政策のあり方を明らかにすることを目的としている。申請時には、長年の地域文化政策で実現された地方都市の芸術文化環境が外来者を惹きつけ文化観光を拡大している事例分析を計画していたが、COVID-19により観光をめぐる状況は激変した。さらに社会の持続可能性がより強く意識される中では、文化政策の基本方針が再考され、長中期的な構造変化への兆しが見られた。そのため、以後の研究では、ポストコロナの地域文化政策理念を見出すことに努め、地域社会に持続的発展をもたらす文化観光の事例に注目している。2022年度はおもに以下を研究し成果を得た。１）COVID-19以後の文化政策動向分析：中央政府の公式見解、主要メディア報道、フランス国内の文化政策研究機関が発信する情報などを継続的に確認分析し、国と自治体文化政策の最新動向を明らかにした。地方都市においては、政権交代や世代交代が進んだ2020年6月の地方選挙以後、環境配慮、市民参加再生、公共政策の手法革新を推進するテーマとしても自治体文化政策が再考されている。２）「フランス文化首都」研究：2022年に開始された新制度「フランス文化首都」は、EUの「欧州文化首都」に倣い、中規模都市が１年間多数の文化プログラムを集中開催する文化の祭典である。文化観光拡大が構想当初の主目的だったが、地方議員間の協議で策定された選考基準には国と地方自治体がともに今後推進しようとする文化政策の方針が反映されている。収集した文献情報の整理分析から、新制度の主眼が、地方都市に蓄積される地域文化政策の成果を今日的評価基準に照らしてあらためて価値づけ、今後の持続的発展を促す点にあることを示し、現地調査で明らかになった実施実態と併せて、学会で口頭発表を行った。

This research topic is aimed at analyzing the cultural environment and promoting the development of regional cultural resources and cultural policies. The application of regional cultural policies has been implemented for many years. The cultural environment of local cities has been affected by outsiders. The cultural environment has been affected by the COVID-19. The situation has been affected by the COVID-19. The possibility of social sustainability has been strengthened, and the basic policies of cultural policies have been re-examined in the medium and long term. The development of regional culture policy is an important part of the future research. 2022 - 2023 1) Analysis of cultural policy trends after COVID-19: analysis of the latest trends in cultural policies of the central government, major media reports, and domestic cultural policy research institutions Local urban development, political accountability and generational accountability will be further reviewed after the local elections in June 2020, environmental considerations, citizen participation in regeneration, and innovation in public policies. 2) Research on "Cultural Capital": From 2022, the new system of "Cultural Capital" and EU "European Cultural Capital" will be launched. Most of the cultural festivals will be held in a centralized way in a year. Cultural policy is reflected in the agreement between local councillors on the selection criteria for the promotion of cultural policies in the future. Collection and analysis of literature information, the main focus of the new system, local urban accumulation, the achievements of regional cultural policies, the evaluation of today's benchmarks, the promotion of future sustainable development, the implementation of local research, and the implementation of oral learning.
