本研究課題は、ロシア科学アカデミー東方文献研究所が所蔵する、西夏時代のカラホト遺跡（中華人民共和国内モンゴル自治区エチナ旗）から出土した行政文書、法令集のうち、西夏の地方支配に関連する機関とみられる経略と監軍司の記述がある文献を、同研究所に赴いて実見調査のうえ解読し、西夏の中央政府が地方をどのように統治しようとしていたのかを解明すること、西夏王国が皇帝を頂点とする中央集権的な国家であったのか、地方分権的な体制をとっていたのかを解明することを目的としている。研究のよりどころとなるカラホト遺跡出土文書の実見調査は、2022年2月に始まったロシアによるウクライナ侵攻により、ロシアへの渡航が困難になったため、新型コロナウイルス感染症感染拡大で渡航を中止した2021年度に続き、2022年度も実施できなかった。一方で、中国の研究者によって西夏の地方支配機関に関する新たな研究成果が発表され、その検証結果を踏まえたうえで、本研究の取りまとめを行う必要があると判断し、すでに公刊されているカラホト出土文書の写真版からの解読を試みるとともに、文書以外の資料からも西夏の地方支配の有り様にアプローチする方法での研究に着手した。2022年度は、カラホト出土の西経略使が作成した行政文書の解読を行い、経略使が辺境付近で流刑に処せられている者の処遇に関与していることを確認した。また、文字以外の資料として、西夏の西部辺境地帯にあたる河西回廊（甘粛省西部）で西夏時代に新たに築造されたり、修復されたとされる仏教寺院遺跡の分布について、調査報告書や地形図等を用いて収集し、地域によってはオアシス都市から離れた山中にある寺院を修復したり、新造していることが明らかとなり、経略使や監軍司の支配がオアシスという「点」だけでなく、後背地にあたる山地にまで及ぶ「面」の支配が行われていた可能性があることが明らかになった。
