本研究は、「消費者脆弱性」という概念に着目し、立法政策によってその制御を試みることを目的としてきた。最終年度を迎えた２０２２年度は、特に、こうした意識・認識の日本社会への浸透・共有に力を入れた。具体的には、東京大学高齢社会総合研究機構ジェロントロジー・アカデミー、慶応義塾大学経済研究所ファイナンシャル・ ジェロントロジー研究センター、日本弁護士連合会 消費者問題対策委員会（包括消費者法部会）、NPO法人消費者ネットジャパン（じゃこネット）研究会といった諸機関・諸組織と協同し、招聘講演を行った。また、本研究は「消費者脆弱性」を制御、ひいては解消するような、立法や法改正を目指すものではあるものの、研究を進める中で、そうした「ハードロー」にすべてを任すのではなく、むしろ「ソフトロー」から始め、徐々に社会変革を図りながら、その上でどうしても法規制などが必要な部分にのみ法が関与することが望ましいということを認識するに至った。そこで、「ソフトロー」として、規格・標準化の重要性に着目し、２０２２年４月に発行され、研究代表者も国内員会の委員として策定に携った国際規格(ISO)22458「消費者脆弱性：包摂的なサービスの設計と提供のための要求事項とガイドライン」に着目し、日本社会への普及に努めた。具体的には、日本産業標準調査会（JISC）基本政策部会の委員として、サービスにおける規格・標準化に関連して、同ISO規格の日本規格(JS)化を強く提唱している。同ISO規格については、英語で発行されており、日本国内に広く普及するためには日本語によることが有益であるが、全部を翻訳するためにはコピーライト等の法的制約があることから、 全体的な解説と要約をめざした論文を公表した。今後はさらに、同ISO規格の日本規格化を目指すためにも、公式な全翻訳作業に向けて、申請手続き等、諸々の準備を進めている。
