项目摘要

難民当事者のホスト国の社会への社会統合を困難としている制度的要因についての仮説を深めるべく、必要となる文献を揃えた上で、文献レビューを行った。その過程において、コストを内部的に引き受ける形の支援としての難民受け入れが提供する価値の特殊性を明確にするべく、ベネフィットを対外的に供与する形の支援としての通常の開発援助が提供する価値との比較を行った。その結果として、書籍に所収の四本の論考を執筆した。実証部分については、COVID-19によって2020年度以降に海外における難民受け入れの現場におけるフィールドワークの実施が不可能になってしまったこと、またその後も現地渡航の可能性に不確定要素が高かったため、海外フィールドワークの代替措置として日本にフォーカスを当てる方向への転換を図った。背景としては、2022年2月に発生したウクライナ危機を受けて、日本もウクライナから流出した紛争難民の目的地となったことがある。日本政府による「避難民」の受け入れは国民の関心を集めることとなったが、その一方で、シリアやアフガニスタン等を含めた難民の背景をもつ人々に対する受け入れ体制との差が浮き彫りとなる形となった。こうして生まれた新しい状況を奇貨として、研究の方向を以下の通り修正した。すなわち、受け入れを行う国の一般市民による難民の受容に関する「選好」を特定するべく、サーベーイ実験を行うこととしたが、その実施のためのクエスチョネアの作成を行った。難民には避難民を含むが、どの国からの難民かによってどの程度のコストを負担するか、その違いを明らかにすることを目的とした設計を行った。なお、日本において実際に難民（避難民）として暮らしている当事者およびその支援者グループと接触し、具体的に発生している現場の課題やコストをインタビューベースで拾う作業を実施した。
