前年度に引き続き、冷戦終結期の秩序変動を分析するという本研究の当初目的に沿って、ドイツ統一が冷戦終結に及ぼした影響と北大西洋条約機構（NATO)の東方拡大が冷戦後の秩序再編に及ぼした影響を検討した。冷戦研究会（2022年9月、12月）でソ連解体とドイツ統一に関する報告のコメンテーターを務め、立教アメリカ研究所研究会（2022年12月）で上述の論点についての研究状況を報告して参加した研究者の批評を仰いだ。また、2022年2月に勃発したウクライナ戦争の展開と相まって、NATO東方拡大の歴史的な影響に関する一般社会の注目も集まったことからマス・メディアの取材依頼にも応じた。主な刊行物としては、ポーランドのNATO加盟の背景にあった情報機関の対米協力の実態を描いた著書について詳細な解説を書いた（ジョン・ポンフレット『鉄のカーテンをこじあけろ』染田屋茂訳、吉留公太解説、朝日新聞出版社、2023年）。またNATOに関する概説書にドイツ統一交渉の経緯を整理する項目を執筆した（吉留公太「ドイツ統一とNATO拡大」および「NATO 東方不拡大の約束はあったのか」、広瀬佳一編『NATO（北大西洋条約機構）を知るための 71 章』（明石書店、 2023 年）。さらにドイツ統一交渉のうち、NATO東方不拡大に関する発言がなされた1990年2月上旬の米ソ・独ソ交渉に関する研究動向を再検討する研究論文を書いた（吉留公太「ドイツ統一交渉に関する通説的解釈の再検討」、『立教アメリカン・スタディーズ』、2023年上旬発行予定、入稿済）。この論文では、西ドイツのゲンシャー外相が対ソ配慮の一環としてNATO不拡大を検討していたという通説を相対化し、アメリカのベーカー国務長官らも対ソ配慮の一環として「2+4」枠組みによる国際交渉枠組みとNATO不拡大を検討していたことを指摘した。

The purpose of this study is to discuss the impact of the cold war on the order of the North Atlantic Treaty Organization (NATO).
