项目摘要

人口減少・高齢化の進展が急速に進む中、社会保障費の膨張や恒常化する財政赤字により国の財政的な限界も明らかになりつつある一方、人口減少で地方も消滅の危機にあり、国や地方が担う公共サービスに様々な「綻び」が見え始めている。近年の技術革新で急速に普及が進む「暗号通貨」（例：Bitcoin）のブロックチェーン技術といった新たなテクノロジーを活用し、必要な公共財や公共サービス等を市場メカニズム等で供給する政策的手段を拡充できないか。例えば、公共財の自発的供給と暗号通貨のマイニング報酬といった報酬体系（Proof of Work）を関連付けるメカニズムの構築も一つの方向性として理論的に考えられる。また、UberやAirbnd等のプラットフォーム型事業の枠組みは、例えば子育てや介護等の支援サービスを受けたい者と当該サービスを提供したい者を効率的にマッチングさせる仕組みに活用できる可能性もある。そこで、本研究では、「公共財の供給等と新たなテクノロジーの活用」をテーマとして、新しいテクノロジーの枠組みが公共財や公共サービスの効率的な供給に活用できる可能性等を分析し、今後の政策立案の基礎となる有益な情報の提供を目指すことにあった。令和4年度においては、一定の修正を行ったものの、海外査読雑誌に投稿した論文が（残念ながら）再びリジェクトになったため、再修正を行い、別の海外査読雑誌に再投稿した。また、電子たばこの利用状況につき、別途データ活用の機会があり、その市場規模に関するDP論文を作成して公表した。

This study aims to analyze the possibility of effective supply and utilization of public goods and services, and provide guidance on the basis of future policy proposals. In the fourth year of this year, the author submitted papers to overseas research journals, revised them, and submitted them to overseas research journals. The DP paper on the utilization of electronic technology, the opportunities for the utilization of other technologies and the size of the market is prepared.
