本研究は、インドの独立直後の国家建設期に、政治家たちが地域間の利害対立を超越して「国益」の意識を形成し、国家アイデンティティーを醸成した過程を明確化することを目的としている。また、政治家たちが行政能力（state capacity）の向上に必要な投資に対してどのような態度をとっていたのかも分析する。特に、戦前の日本と独立後のインドを中心に、以下の二つの要素を定量的に分析する：(i) 対外的な脅威（領土紛争、対外戦争）や社会的要素（出身地、社会的地位に起因する帰属意識の差）；(ii) 制度的要素（議員の任期の長短、選挙権の制限等がもたらす政治家のインセンティブの差）。2022年度には、2021年度から開始した主要な計量分析に使用するデータセットを構築するためのテキスト収集を完了した。これを用いて、独立後のインドの議会議事録の分析を行った。具体的には、議員の任期の長短が議会での発言パターンにどのように影響を及ぼすかを検証した。その結果、一部の領域、特に農業に関する発言には構造的な差異が確認された。さらに、任期が短い議員は強い再選動機を持つため、過去の政策への批判や自己のパフォーマンスの強調が見られた。対照的に、任期が長い議員は、長期的な政策提案を行っている可能性が示された。こうした傾向を受けて、次なる分析課題として地域間の利害対立を超えた「国益」意識の形成が成立していたのかどうかを検証する。具体的には、「インド全体を指すアイデンティティー」と地域特有の「regional favoritism」がどのように形成されていったのかを機械学習の手法を用いながら推定していく予定である。
