项目摘要

本研究は災害に強い地域づくりに向けた地域防災のあり方を国際比較を通じて明らかにするものである。2022年度は新型コロナウイルス流行の影響もあるものの、台湾を訪問して国際比較のための研究会を実施したり、国内の地域防災に関する調査を実施することができた。また今までの研究を契機として新しく設置された本学地域デザイン科学部附属地域デザインセンター地域防災部門に協力して事業を実施した。(1)国際比較研究：台湾大学、台湾中央警察大学、銘傳大學の研究者、地域防災に関わる行政(里長)、防災士の参加を得て、3月に台湾大学において研究会を持った。主に地域防災を担う人材育成について日台の現状や課題について意見交換を行った。また避難所に指定されている淡水區淡海市民活動中心の視察を行った。(2) 国内の地域防災・復興システム構築に関する調査・研究：栃木県の那須烏山市と宇都宮市において災害時の中間支援に焦点をあてた調査を行った。調査は団体だけでなく個人も対象とした。また2019年の東日本台風におけるボランティア派遣の仕組み作りについて栃木市と真岡市の調査を行った。(3)地域防災部門の開設：本学地域デザイン科学部附属地域センターに新設した地域防災部門の設立記念シンポジウムにて、本研究のメンバーが中心となって人材育成をテーマとした分科会を実施し、台湾・アメリカ・日本における人材育成について議論した。ゲストスピーカーとして台湾中央警察大学の劭副教授を招聘した。
