项目摘要

知的障がい者の避難生活環境を取り巻く状況分析として、前年度は新聞記事のテキストマイニング分析を行った。より幅広い視点での当事者等（障がい者、家族、支援者）の意見を収集し分析するために、twitterのツイートのテキストマイニング分析を行うこととした。以下手順で研究を進めた。1)データの収集と分析：twitter APIを利用し、熊本地震発生1年前である2015年4月15日から2019年の同日までのツイートのテキストデータを取得した。取得するツイートは「知的障がい」「避難」を含むものとした。分析には引き続きKH Coderを用い、共起ネットワーク図の作成やクロス集計等を行い、これをもとに考察を行った。2)分析：ツイート内容の経年変化：ツイート内容の経年変化分析を主にネットワーク図を用い分析した。熊本地震前の1年においては、2011年に起きた東日本大震災の知的障がい者の避難生活環境に関する振り返りに関するものが見られ、震災後4年を経過しているにも関わらず影響の大きさが窺えた。熊本地震（2016年4月）後においては、不安や不便を訴え問題提起を行うツイートが増加し、改めて知的障がい者の避難生活支援の必要性が表されるようになった。2017-18年においては、ツイート量は減少し、その内容は避難生活からの解放と残された不安が伺える内容であった。2018年には平成30年7月豪雨が発生したが、その影響からか、熊本地震時の経験や当時の避難状況を改めて見直す問題提起等がみられるようになった。3)総括と課題：経年変化からは、東日本大震災後数年間で当時の状況が見直され課題が浮き彫りとなったものの、熊本地震では再び同じような避難環境の不備が認識され、平成30年7月豪雨以後に従来の避難環境について改めて考えるよう問題提起がなされるようになったという流れが確認された。
